Component 1
General Secondary Education Subsystem Support
This Component specifically aims at:
- improving the quality of education in general secondary education,
- promoting access to quality education for learners in underprivileged areas (reducing disparities), with an emphasis on girls (equity);
- increasing efficiency of key human resources (headteachers and teachers) in the general secondary education system. This Component provides support for crucial learning reforms within the classroom, the school and the education system (internal efficiency).
Component 2
Skills Development Sector Support
This Component aims at improving the quality and relevance of technical and vocational training programmes and increasing access to skills development programmes in the targeted economic sectors (energy, agro-industry, Information and Communication Technologies – ICT –, Building and Public Works – BPW).
Component 3
Project Technical Assistance and Management
Component 3 enables the Project Coordination Unit (PCU) to conduct management, monitoring & evaluation, and capacity-building activities involved in implementing the Project. The PCU is responsible for the overall coordination and implementation of Project activities, as well as financial management and procurement.
This Component also covers specific technical assistance and capacity-building needs for the project implementation (including surveys and impact assessments). Besides technical assistance to support indicators related to disbursements under Components 1 and 2, the proposed technical assistance will include a comprehensive diagnostic survey on the management and professional development of secondary school teachers in Cameroon and a set of policy briefs on teacher management.
Component 4
Emergency Crisis Response Component
The Project’s Contingent Emergency Response Component (CERC) is triggered only after the Government has formally declared an emergency and provided a narrative to justify the request to mobilise emergency funding. Where the World Bank approves the emergency situation and related response needs, the Government may request the Bank to make adjustments and reallocate resources from other Project components to cover emergency response and rehabilitation costs.
This Component, which has not yet been activated, supports natural or man-made crises or disasters, severe economic shocks such as droughts, floods, outbreaks of disease and landslides in the education sector.
