BENEFICIARIES

The Steering Committee (SC) is under the joint authority of the Minister of Employment and Vocational Training (MINEFOP) and the Minister of Secondary Education (MINESEC) and serves as the framework for determining strategic guidelines and monitoring activities of the Project Coordination Unit.

Responsibilities of the Steering Committee

The Steering Committee is responsible for:

  • coordinating and supervising SESDP;
  • approving SESDP periodic performance projects in accordance with its objectives and NDS30;
  • adopting the budget together with the annual performance plan;
  • defining the Project’s strategic guidelines in general and those of the Competitive Skills Development Fund (CSDF) in particular;
  • ensuring compliance with operational rules specified in the project management documents;
  • ensuring follow-up of the Project’s strategic guidelines in general and the CSDF in particular;
  • ensuring compliance with its operational rules;
  • overseeing the implementation of Project activities;
  • ensuring the overall coordination of all Project activities involving the public and private sectors working towards a common goal;
  • supervising the Project’s development and use of internal resources;
  • examining and approving the Annual Work Plan and Budget (AWPB); examining and approving implementation reports from the PCU;
  • acting as arbitrator between various Project bodies as required.

  • one (1) representative of the Ministry of the Economy, Planning and Regional Development;
  • one (1) representative of the Ministry of Finance;
  • one (1) representative of the Ministry of Employment and Vocational Training;
  • one (1) representative of the Ministry of Secondary Education;
  • one (1) representative of the Ministry of Higher Education;
  • one (1) representative of the Ministry of Agriculture and Rural Development;
  • one (1) representative of the Ministry of Livestock, Fisheries, and Animal Industries;
  • one (1) representative of the Ministry of Public Works;
  • one (1) representative of the Ministry of Mines, Industries and Technological Development;
  • one (1) representative of the Ministry of Posts and Telecommunications;
  • one (1) representative of the Ministry of Small and Medium-sized Enterprises, Social Economy and Handicrafts;
  • one (1) representative of the Autonomous Sinking Fund;
  • one (1) representative of the Chamber of Commerce, Industry, Mines and Crafts (CCIMA);
  • one (1) representative of the Cameroon Employers’ Association (GICAM);
  • one (1) representative of the most representative Trade Union Confederation.

The General Coordinator is the Rapporteur of various Steering Committee sessions.

Co-chairs may invite any natural or legal person to take part in the Steering Committee sessions in an advisory capacity by virtue of their skills or experience on the matters to be discussed.

Development partners’ representatives involved in the Project may take part in the Committee’s work as observers in an advisory capacity.

Les co-Présidents peuvent inviter toute personne physique ou morale à prendre part aux travaux du Comité de Pilotage à titre consultatif en raison de ses compétences ou de son expérience sur les questions à examiner.

Les représentants des partenaires au développement impliqués dans le Projet peuvent participer aux travaux du Comité en qualité d’observateurs avec voix consultative.

Steering Committee Meetings

The Steering Committee (SC) meets once every six months in ordinary session as convened by its. When circumstances so require, the SC may meet in extraordinary session, convened by one of the co-Chairs or on the initiative of one third (1/3) of its members. Invitations, together with working documents, specify the date, time, place and agenda of the meeting and are addressed to the members at least 15 days before the meeting date. In the event of emergency, this notification period may be reduced to seven (7) days.

The Committee may only validly deliberate if two thirds (2/3) of its members are present. However, if the quorum is not reached at the end of the first meeting, co-Chairs shall call another meeting within a maximum of seven (7) days. In this case, the Committee shall deliberate without a quorum being required. Committee decisions are taken by a simple voting majority. In the event of a tie, co-Chairs have the casting vote. The Committee’s deliberations are recorded in minutes co-signed by all its attending members. These minutes also indicate the names of persons invited in an advisory capacity, without voting rights.

The minutes are prepared after each meeting and forwarded to the Ministers involved, the Minister in charge of public investments and the Minister in charge of finance, no later than 15 days after the session has ended. The Committee’s resolutions are recorded in a special register signed by the co-Chairs together with the minutes.
